Is that why over 90% of Americans buckle up? Because of propaganda and not the fines, or the engineering controls for seat belt use? Or why smoking rates are less than half what they were a generation ago? Because of government propaganda and not because of prohibitions on smoking along with high taxes on cigarettes?
