One should consider the places of employment and types of employment as well. Are the people in the hot spots traveling somewhere and then coming back to live in the hot spot? Or is transmission truly happening in the hot spot? We saw in arbovirus investigations that towns were "hot" with cases, but those cases were all in men who would go out of town to work in the fields.
