It's all open to interpretation by the lawmakers -- who set the rules -- and the courts -- who interpret them. We in Public Health have had some close calls (especially during the most recent pandemic) with how the Tenth was interpreted. It's going to take one state going this way and another going that to get this kicked up to the Supreme Court, and then we'll see where things stand. The interstate PA compact (https://www.pacompact.org/) is gaining steam, and that will be an interesting test case for the lawyers to pick at when someone inevitably doesn't like it.
